This panel traces how transnational monetary and logistical infrastructures have evolved across the region, with particular emphasis on the emergence of scam compounds as hubs of labor recruitment, coercion, and affective management, tightly inte grated with digital communication and financial transfer systems. Rather th an isolated criminal enclaves, these compounds operate as laboratories of t erritorial and organizational experimentation, where labor regimes, jurisdi ctional loopholes, and enforcement gaps are continually recalibrated.\nWe e xamine scam centers as semi-sovereign infrastructures of financial governan ce, where criminal syndicates, private capital, armed groups, and state off icials negotiate authority, taxation, security, and labor.
