 cts of development policies—whether State-led or otherwise—on social dynami
 cs at the grassroots level in Southeast Asia. While most development practi
 ces are justified as means to increase gender equality, economic opportunit
 ies, and improve quality of life, it is not uncommon for them to produce op
 posite effects. If this is the case, the panel encourages participants to d
 iscuss how such consequences arise: what are the processes, conflicts, and 
 agents whose interactions cause development policies to generate negative i
 mpacts? Conversely, it is also true that development practices can sometime
 s destabilise cruel and exclusionary social orders and garner significant p
 ublic engagement. In such instances, it is important to understand the fact
 ors that foster people’s commitment to projects for social change and
  why they perceive their effects as positive. What are the aspirations, fan
 tasies, technologies, and collaborations that enable such projects to succe
 ed?
